Dr. Sandra Guerra is a board certified Preventive Medicine executive physician that has worked to improve health of populations for over 20 years across the United States in both public and private industries. Most recently, Dr. Guerra was the Vice President, Chief Medical Officer for TRICARE through Humana Military in one of the nation’s largest ACO plans with 6 million insured military family lives. There she led a staff of approximately 1000 health care professionals focused on ensuring ready access and high quality health care to deserving military families across 32 states. She also led a company focus on impacting social determinants of health with a goal to improve health outcomes.
Dr. Guerra has also been an executive leader in Texas public health protecting the health of people across the state impacted by disasters, outbreaks and limited health care opportunities. During her time as the Regional Medical Director at the Texas Department of State Health Services, Dr. Guerra was also the Preventive Medicine Residency Program Director for an innovative multi-location graduate medical education experience. Prior to joining the state health department, she was a leader at the San Antonio Metropolitan Health District responsible for health care delivery in 32 locations in the 8th largest city in the country. Dr. Guerra served as Incident Commander in the unprecedented response to evacuees from a neighboring state fleeing a hurricane.
Dr. Guerra remains board eligible in Family Medicine and worked for 2 years in an urgent care clinic in downtown San Antonio where patients were often uninsured or in protective custody.
She attended medical school at Texas A&M Health Science Center, undergraduate at the University of Texas at Austin and earned an MPH while a resident in Family Medicine at the University of Texas Houston School of Public Health.
She is married and has two teenage daughters in San Antonio, Texas.
