Basic Health Insurance For US Citizens/Residents

WHEREAS, the US faces an imminent economic slowdown or recession in 2001 with adverse consequences for industry and employees,

WHEREAS, many of the western developed nations initiated national health programs in response to economic crisis through "conservative" governments on behalf of their industries during their history,

WHEREAS, the US is the largest developed nation that does not assure access to primary care and proven prevention services for its citizens through a national health program,

WHEREAS, the US assures access to urgent hospitalization and emergency specialty care for its citizens through the Medicare and Medicaid programs and through EMTALA regulations at the highest cost amony all nations,

WHEREAS, the financing of medical care and hospitalization in the US is dysfunctional and conflicting with numerous cross-subsidies for the 17% uninsured with regressive taxes and insurance premiums,

WHEREAS, the administrative overhead of the US health care financing system detracts from care and diminishes the services provided to citizens at emormous cost to industry, government and individuals, therefore be it:


RESOLVED, that the ACPM urge the Bush Administration to exercise conservative principles by eliminating the regressive taxes of medical and hospitalization insurance premiums paid by industry andindividuals and replace them with a unified progressive federal income tax amendment that provides a Basic Health Insurance package which covers primary care and proven prevention services and essential medical care for every citizen and full time resident through the insurer of their choice, and be it further

RESOLVED, that industry be required by law to increase the taxable compensation to employees by the amount currently spent on medical and hospitalization insurance premiums and each employer or individual be allowed to supplement the BAsic Health Insurance package from the sameinsurer of choice with taxable health benefits as can be arranged uniquely by each setting or individual.
