Dr. Armstrong is the Chief, Clinical Services Section, Immunization Healthcare Branch, Defense Health Agency. He is responsible for the development of immunization policy, the development and implementation of education programs, and the coordination of clinical consultation services that enhance vaccine safety, efficacy, and acceptability for and among Military Health System beneficiaries worldwide. He also serves as an assistant professor at the Uniformed Services University of the Health Sciences (USUHS).

Dr. Armstrong is a graduate of the College of William and Mary in Virginia (B.S., M.A.Ed.), the Eastern Virginia Medical School (M.D.), and the School of Public Health and Tropical Medicine at the Tulane University of Louisiana (M.P.H. in Health Systems Management). He is certified by the American Board of Preventive Medicine in both Aerospace Medicine and Occupational Medicine. He is a naval flight surgeon, a Federal Aviation Administration aviation medical examiner, and a Department of Transportation medical review officer.

A fellow of the American College of Preventive Medicine and the Aerospace Medical Association, Dr. Armstrong has been awarded the Defense Meritorious Service Medal, the Meritorious Service Medal (four awards), the Joint Service Commendation Medal, the Navy and Marine Corps Commendation Medal (two awards), the Navy and Marine Corps Achievement Medal, and the Air Force Achievement Medal. In addition, he is the recipient of the Eastern Virginia Medical School's Alumni Award.
