• Reviewed the AMA House of Delegates (HOD) Policy Resolutions to help ACPM’s delegates determine policy positions to take at the June 2005 HOD meeting.  Also helped put together summary “Preventive Medicine: State of the Specialty” for distribution to AMA members.
• Worked with CPATH (Center for Policy Analysis Trade & Health) to lobby U.S. House Representative Rahm Emanuel to get public health representation on the U.S. Trade Representative Advisory Committee
• Assisted ACPM Planning Committee for Preventive Medicine 2006 Annual Conference.
• Represented ACPM at meetings with national public health organizations at Coalition for Health Funding (to attempt to reinstate Title VII funds for FY ’07) and Partners for Effective Tobacco Policy (to put pressure on Department of Justice with the tobacco industry lawsuit).

• Participated in a National Strategy Meeting to promote Medicare preventive services with a focus on the new preventive services provided by the Medicare Modernization Act of 2003.
• Authored a resolution promoting Medicare preventive services for the 2005 AMA annual meeting.  Vetted the resolution through the ACPM policy committee and introduced the resolution to the AMA Resident Fellow Section (RFS) and the House of Delegates (HOD).  The Resolution was adopted by the RFS and referred for report by the HOD.
• Introduced a resolution on preventive medicine funding to the AMA RFS at the 2005 annual meeting.  The resolution was adopted by the RFS, forwarded to the HOD, and subsequently adopted by the HOD.
• Represented ACPM at meetings with national public health organizations and with congressional staff to advocate for preventive medicine residency funding.  Assisted Senator Harkins staff in the language for the preventive medicine funding portion of the HeLP America Act which was introduced in May 2005. 
• Participated in meetings with the US Trade Representative (USTR) Staff and the Center for Policy Analysis on Trade and Health (CPATH) to advocate for public health representation on the US Trade Advisory Committees.  The USTR responded with a letter with a commitment to follow up and maintain dialogue with the ACPM and CPATH.

• Assisted the Chair and Vice Chair of ACPM’s Policy Committee in finalizing the ACPM statement on hospital privileging for preventive medicine physicians.

• Assisted in developing, launching, and analyzing results of an Internet-based survey of preventive medicine residency programs.

• Worked with ACPM’s GME Committee to identify outcome metrics for preventive medicine residency training programs, which will be submitted to congressional staff responsible for drafting the Title VII health professions training reauthorization bill.

Job duties:  Focuses on all forms of active disease surveillance in the City of Philadelphia.  Surveillance systems include daily syndromic surveillance of emergency department chief complaint data, methods of analysis, and expansion.  Uses Biosense, the CDC initiated over-the-counter medication sales registry, and the medical examiner’s database to identify cases that have an infectious disease cause.  Serves as the hospital liaison to the health department representing communicable disease and surveillance.  Works closely with the terrorism planning coordinator and the communications director on outbreak investigations.

Key accomplishments during rotation:

• Developed, with guidance from the ACPM Terrorism and Disaster Preparedness Committee, a survey of the ACPM membership to identify and assess member expertise and needs in preparedness issues.  Also analyzed the resulting data and presented it to the committee.

• Researched and wrote the Understanding of the Problem section of ACPM’s grant proposal to the Agency for Toxic Substances and Disease Registry to conduct environmental health education and training of clinicians.

• Initiated and/or participated in several meetings and calls with congressional staff on behalf of ACPM to advocate for a proposed study of the public health physician workforce.

• Drafted a letter to the Surgeon General on behalf of ACPM indicating the College’s support for the transformation of the PHS Commissioned Corps but expressing concerns about how the transformation is being executed.

• Served as the lead researcher and author for an ACPM position statement on obesity and diabetes prevention, which is currently being finalized for adoption by ACPM Board of Regents and submission to the American Journal of Preventive Medicine.

• Helped prepare a concept paper and proposal to the Substance Abuse and Mental Health Services Administration for support of ACPM’s Preventive Medicine conference.

• Served as the liaison to more than a dozen federal agencies and national organizations to identify appropriate content for a research study (conducted by the Virginia Commonwealth University) on the effectiveness and feasibility of using a unique “healthy behaviors” web site to help patients make healthy choices.

• Analyzed data collected from more than 50 preventive medicine residency programs about their organizational structure, training approaches, and financing and developed a detailed write-up of the results for HRSA, ACPM’s GME Committee, and residency directors.Drafted a white paper to help CDC build a case for funding preventive medicine residency programs.

• Reviewed and submitted comments to the National Center for Health Statistics regarding proposed revisions to the National Ambulatory Medical Care Survey.

• Analyzed demographic data from the American Board of Preventive Medicine characterizing board-certified preventive medicine physicians.

Key accomplishments during rotation:

• Developed a resolution on smoking cessation policy that was adopted by the ACPM Board of Regents and the AMA House of Delegates. The resolution put the AMA on record for the first time in calling for a series of bold policy steps, including a $2 per pack tax on cigarettes to fund smoking cessation programs.

• Conducted extensive research on the regulations governing Medicare GME payments to preventive medicine residency programs and drafted a letter to the Administrator of the Centers for Medicare and Medicaid Services containing specific recommendations that would enable Medicare GME to provide greater support to preventive medicine residency programs. The letter was endorsed by eight leading preventive medicine organizations.

• Reviewed and consolidated voluminous recommendations from members of ACPM’s Policy Committee and transformed these into a letter to HHS Secretary Tommy Thompson, ultimately signed by ACPM’s President, that recommended key policy actions to further DHHS' prevention agenda.

• Represented ACPM at meetings with national public health organizations and with congressional members and staff to advocate for preventive medicine residency funding.

• Developed the database and analyzed preliminary data reported to ACPM by preventive medicine residency programs on the structure, financing, and activities of their programs.

• Represented ACPM at a variety of coalition meetings, congressional briefings, and other national forums and reported to the College membership on these meetings through newsletter articles.

• Worked in concert with ACPM’s Workforce Study Task Force to outline a proposal for submission to HRSA’s Bureau of Health Professions to conduct an assessment of the demand for preventive medicine physicians in today’s marketplace and plan for improving bioterrorism-related training.

• Updated the preventive services section of ACPM’s web site to reflect the latest policy positions and recommendations from ACPM, the 3rd U.S. Preventive Services Task Force, the Task Force on Community Preventive Services, and other major public health associations (e.g., American Cancer Society and American Heart Association).

• Researched and developed, under the guidance of the ACPM Prevention Practice Committee Chair, an ACPM position statement on the use of dietary management to prevent obesity, insulin resistance, and type II diabetes.  The statement was published in the American Journal of Preventive Medicine.

• Prepared a poster presentation, which was delivered at the APHA annual meeting, on indoor air pollutants, the most common sources for each pollutant, the health effects of each, and mitigation strategies.

• Assisted in the development of an updated ACPM policy on health insurance coverage, including conducting background research, preparing an agenda and briefing materials for a meeting of an ACPM policy subcommittee, and drafting follow-up action plans.

• Identified and analyzed congressional legislation related to creation of a new Department of Homeland Security, formed alliances with other public health organizations, and developed a policy position statement on the initiative that was adopted by ACPM and distributed widely on Capitol Hill and through ACPM’s communication vehicles.

• Reviewed the literature and other educational resources on potassium iodide (KI) stockpiling and distribution in preparation of radiological emergencies, developed a synthesis of the advantages and disadvantages of a KI stockpiling strategy, and worked with ACPM’s Policy Committee to develop a position for the College.

• Drafted a letter to state health directors urging support for the training of preventive medicine residents with the new bioterrorism preparedness funds being awarded to the states and seeking support/endorsement from the Association of State and Territorial Health Officials, as well as from members of the Preventive Medicine Leadership Forum.
