Halley S.
Faust, MD, MPH, MA, FACPM, FACPE works in bioethics and venture
capital from his home in Santa Fe, NM, is Clinical Associate Professor of
Family and Community Medicine at the University of New Mexico, participates on
the University’s Preventive Medicine Residency Advisory Committee, and is a
member of the Board of Governors of the American
Journal of Preventive Medicine.
Halley
co-edited with philosopher Paul Menzel Prevention
vs. Treatment: What’s the Right Balance? co-published
in October, 2012 by Oxford University and the American Public Health
Association Presses; the book was named a WonkBlog Book of the Year in
2012. He is a member of the CHRISTUS St.
Vincent Regional Medical Center Ethics Committee, and the CHRISTUS Health
System Ethics Advisory Committee.
Halley also
manages Jerome Capital, LLC, a venture capital fund founded in 1997, which
invests primarily in medically-related high technology early stage companies.
From 1991-2000 he was Managing Member of Medmax Ventures, LLC, a venture
capital fund that specialized in early stage high technology medical companies
in Israel. Through his two venture capital funds Dr. Faust has helped to
finance more than 22 companies, including founding 14 start-up companies and
creating over 1,500 jobs.
Dr. Faust’s
teaching career in health policy, epidemiology, preventive medicine, biomedical
ethics, medical industry strategy, and business development includes:

Prior to his
venture capital career Dr. Faust was an HMO manager (HealthAmerica Corporation
1983-1986) and a health insurance manager (Aetna Employee Benefits Division
1987-1991). Earlier Dr. Faust was President of Health Analysts, Inc., a health
care consulting firm in Ann Arbor, Michigan, and with ACPM Fellow Bill Thar Halley
co-founded the Preventive Medicine Center of Ann Arbor. He also served as
medical director of the Livingston County (Michigan) Health Department for six
years.
Dr. Faust
has been active in ACPM since 1978 and a fellow since 1981. He has had past
positions as Treasurer-Secretary (2004-8) and has chaired the Policy, Ethics,
and Finance committees. He chaired the Code of Ethics Development Committee,
which produced the College’s Conflict of Interest policy and Code of Ethics. In 2009 he was awarded the College’s
Distinguished Service Award.
Dr. Faust
received his medical degree from Jefferson Medical College, his MPH from the
University of Michigan, and his MA in philosophy from Wesleyan University,
Middletown, Connecticut. He completed
his general preventive medicine residency at the University of Michigan. In 2005-6 he was a clinical ethics fellow at
the University of Toronto’s Joint Centre for Bioethics.
He is board
certified in both general preventive medicine and medical management and, in
addition to being a fellow of the College, is a lifetime fellow of the American
College of Physician Executives.
