Resolution Regarding The Use Of Consortium Measures

WHEREAS, the first mission of The Consortium is to improve patient health and safety by identifying and developing evidence–based clinical performance measures that enhance the quality of patient care and that foster accountability; and

WHEREAS, the second mission of The Consortium is to improve patient health and safety by promoting the implementation of effective and relevant clinical performance improvement activities; and

WHEREAS, the third mission of The Consortium is to advance the science of clinical performance measurement and improvement; and

WHEREAS, the copyright assignment for The Consortium’s physician performance measurement sets (PPMS) limits the use of PPMS to noncommercial purposes and only allows other proposed uses with approval of The Consortium; and

WHEREAS, The Consortium recognizes that modifications to Consortium PPMS will be required to embed any Consortium PPMS into electronic medical systems because of formatting and stylistic changes required in a digital medium;

NOW, THEREFORE, BE IT RESOLVED

1) That The Consortium approves the use of Consortium Physician Performance Measurement Sets (PPMS) within print products and within electronic medical systems and electronic patient records for purposes of clinical quality improvement and enhancement. Any modifications to the PPMS that are represented as being approved by The Consortium (other than formatting and stylistic changes) are prohibited. The Consortium and its members shall not be liable for any use of the PPMS. The AMA, serving as The Consortium’s agent, will implement the foregoing, as appropriate.

   

2) That a Consortium business plan be developed to obtain funding for its measures development process.

   

3) That a Consortium business plan be developed to market and sell the services of its performance measurement development process to industry.

   

4) Consortium members approved amending the title of the Consortium’s criteria for topic selection" to include a broader term that will support addressing patient safety topics. "Criteria for Selection of Condition-Specific Work Group Topics for Performance Measures Development." Consortium Chairs asked the Planning Advisory Committee to evaluate and prioritize potential topics for new measures development.

   

 

 

5) That The Consortium explore submission of its existing and future measurement sets to the National Quality Forum (NQF) for its endorsement. Consortium Chairs requested that staff prepare for review by the PAC a background document describing the NQF process for endorsement and outlining the advantages and disadvantages of submission of Consortium measures to the NQF.
